Millerstown Borough Council Meeting Minutes December 4, 2023 Those in attendance: President Rob Shipp, Vice President Tim Ritzman, Council members Rich Fegley, Donna Showers and Kevin Hertzler. Secretary Karen Knellinger, HRG engineer Justin Medinsky, Solicitor Mary Dissinger. Dave Stroup, Plant Manager and Jared Wagner, Assistant, Mayor John Kerns President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns No one signed in to speak for 3 minutes each. The minutes from the last regular meeting were previously emailed and reviewed. Councilmember Showers made a motion to approve the minutes as presented. Councilmember Fegley seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Hertzler made a motion to approve the minutes as presented. Vice President Ritzman seconded the motion. Approval was unanimous. Street Committee Report Dave advises another load of shale has been hauled to Iron Mountain Road for a berm and this is an ongoing project. Sewer Committee They pumped down the basin and a pin is off the bracket. They had the other side repaired previously. The design flaw is stainless steel bolts were not used in the original build. Dave has contacted Larry Noss to have the bracket fabricated. The gearbox in the decanter at the plant broke down. The keyway slips and prevents the motor from running. Parts will need to be ordered Water Committee Report A water line break occurred on Poplar Street has been repaired. The landscaping topsoil and seed will be done in the spring. The probable cause is ground shifting and the cast iron pipe snapped. DEP line inventory continues. Finance Committee Report The final budget has been reviewed with a modest increase of $30 per quarter or $10 a month for sewer for the overall total minimum due per quarter of $413 for 2024. Councilmember Fegley made a motion to approve the final budget for 2024 as presented. Councilmember Hertzler seconded the motion. Approval was unanimous. Solid Waste Committee Report The trash pickup will be one day late due to the holiday. This is advertised on social media and the Borough website. Engineer’s Report Justin advises he has no subdivision plans to review, the CFA meeting has been rescheduled for January. Preliminary calculations have been completed for pump specifications at the plant to eliminate the rag issue. No news on the 2024 Casey grant. They are assisting the Solicitor with the design and specs for the SALDO ordinance such as street paving thickness and pipe sizing. Zoning Permit Zoning officer Reilly approved a permit for a shed at 303 East Sunbury. Mayor’s Report The Mayor is following up with PSP on parking issues. Solicitor’s Report Solicitor Mary Dissinger is attending and advises and FOG non-compliance may result in a $5,000 fine or termination of water and sewer services until compliance is met. They are working with Burgett to have the easements and right of ways for the Moore subdivision plan at the next meeting. The SALDO, with assistance from HRG, is being continued. The junk car ordinance is also continued. The amendments to the agenda are no longer valid per the Pa Supreme Court decision. Three exceptions are emergency business, business without contract or money expenditures or business brought by a taxpayer or resident that does not involve money expenditure or contracts. Old Business None New Business The 2024 meeting schedule for the Council and Authority was reviewed and will be advertised. The dump truck was taken to a Chevy dealer because the wheel hubs were squealing. They do not have an official recall but they need to be replaced under warranty. They do not have an eta on parts since they are only made in the Ukraine. Dave is unsure if the 4wd will lock in for a snow event. Adjourn to a brief Executive Session concerning financial matters. Adjourn from the Executive Session. New Business cont. Councilmember Hertzler made a motion to approve a year-end bonus per the budgeted payroll figures for 2023 as in prior years.
